tmpl –> The proposal would regulate marijuana like alcohol with people over 21 years old allowed to grow buy sell and possess cannabis – all of which is barred by federal law. Ammiano a Democrat in his third month as a state lawmaker said taxes and other fees associated with regulation could put more than a billion dollars a year into state coffers at a time when revenues continue to decline. He said he thinks the federal government could soften its stance on marijuana under the bama administration. “We could in fact have the political will to do something and certainly in the meantime this is a public policy call and I think it’s worth the discussion” Ammiano said. “I think the outcome would be very healthy for California and California’s economy.

(AP) — Michael Phelps will swim in a meet in Charlotte in May ending his three-month suspension for being photographed inhaling from a marijuana pipe. Meet officials announced Tuesday that the lympic great has committed to the Charlotte UltraSwim on May 14-17. The Grand Prix event will be the first major meet for which Phelps is eligible and first tuneup before July’s world championships in Rome. “Michael is focused on practicing and regaining the mental and physical momentum that he had achieved going into the Beijing lympics” Phelps’ coach Bob Bowman said in a statement. “He is committed to a very demanding and rigorous training schedule as he prepares for upcoming meets and the FINA World Championships.

(AP) — The South Carolina sheriff who investigated Michael Phelps after he was photographed smoking from a marijuana pipe says he’s ready for “pot shots” from pundits and the media. With that Richland County Sheriff Leon Lott donned a bulletproof vest several medals and a blond wig on Monday in a Rotary Club speech that combined good humor with a sober warning about illegal drugs. Lott had been widely criticized for pursuing a criminal case against the lympic swimmer with 14 gold medals after a British tabloid published a picture of him smoking from a marijuana pipe at a party in Columbia last November. Last week the sheriff announced there was not enough evidence to charge Phelps who acknowledged using “bad judgment” but never said he smoked marijuana. “It doesn’t matter if it’s Michael Phelps or who it is.
