The possession of small amounts of cannabis is unlawful but does not attract a criminal record under the Cannabis Infringement Notice (CIN) scheme in WA, providing for a fine or drug education. A statutory review of WA’s Cannabis Control Act, introduced four years ago, has recommended the continuation of the CIN scheme but wants it improved by reducing the quantity of cannabis to which the scheme applies from 30 grams to 15 grams. It has also recommended removing the offences of cultivation of non-hydroponic cannabis plants from the CIN scheme and including juveniles in the scheme for which cannabis education would be mandatory. Attorney-General Jim McGinty said under the proposed changes, people caught with more than 15 grams of cannabis would face criminal prosecution. Between 2005 and May 2007, there were 1,839 juvenile minor drug offences recorded by WA police and the Drug and Alcohol Office has stated that most would have involved cannabis.

Reports say that the political hopefuls, Andrei Abikh, Maxim Shut and Alexander Shumilin, produced their party candidate cards as proof of identity after being stopped by police. The would-be MPs, who are all due to stand in Sunday's elections to the State Duma, Russia's lower house, were sentenced to terms ranging from 10 to 12 days. It was not immediately clear if the men would still be able to stand.

The father and son were arrested when state, local and federal agents raided 18 homes, 10 of which were identified as marijuana grow houses, the affidavit states. More than 400 pounds of marijuana was seized, about 30 pounds of which likely would be sold for up to $6,000 a pound, said Rich Piccininni, resident agent in charge of the Fort Pierce Florida Department of Law Enforcement office. Piccininni said investigators are looking into where the marijuana was being sold but suspected it was going out of state. Corporate records list Jose Raul Cepero, 69, who was not arrested Tuesday, and Roberto Patricio Cepero as top officials in Global Homes Builders. Jose Raul Cepero is the father of Roberto Alberto Cepero and grandfather of Roberto Patricio Cepero. So common is that pattern that it’s called the gateway theory of drug use. Now, Swiss researchers are among the first to look at the characteristics of teens who use marijuana but don’t, and never have, smoked cigarettes. The researchers looked at 5,263 Swiss students ages 16 to 20 and found that about one-fifth of those who smoked marijuana never smoked cigarettes. Those who smoked cannabis and not tobacco were more likely to play sports, live with both parents and do well in school than those who smoked both substances, according to the study in the November Archives of Pediatric and Adolescent Medicine.
