Deaths from drug-use, however, remain at a historic high of between 7,000 and 8,000 each year across Europe. The report expressed “cautious optimism” about the use of cannabis, saying the European market had stabilized in the past year, with about three million using it on a daily basis and signs that its popularity among the young is waning. Thanh Huule Le (29) and Huy Le (32), who admitted cultivating cannabis in July, were each handed 30-month jail terms and Judge Christopher Plunkett recommended they both be deported after serving their sentences.

Researchers used a group of 15 healthy people to smoke low, moderate and high doses of pot, according to The San Diego Union-Tribune. Pain was then induced by injecting capsaicin, the spicy chemical found in chili peppers. There was no effect on pain within five minutes of smoking the drug, but pain was significantly reduced 45 minutes after lighting up a moderate dose, according to the Union-Tribune. When smoking a larger dose in the same time frame, the subject felt higher, as well as more pain, according to the newspaper.

Fines operation stumbles upon drugs

The fines collection operation netted hundreds of dollars of outstanding fines, but they also stumbled upon a major cannabis growing operation. Detective Sergeant Kevan Verry of Tokoroa CIB said at one property an indoor growing operation was found with cannabis plants worth $150,000. A 45-year-old Putaruru man was arrested and charged with cultivation of cannabis and theft of electricity. At another property the enforcement team arrived while an alleged drug deal was occurring. A 38-year-old Putaruru woman was arrested and charged with selling cannabis and possession of cannabis for supply.
