Of the $300 million the UNDP assessed was required to develop the Bekaa without resorting to drug cultivation, only $17 million was received by 2001. The program fizzled out a year later, although the UNDP continues to seek new ways of persuading farmers to grow alternative legal crops, such as plants with medicinal qualities that can be sold to pharmaceutical companies. The UNDP is about to launch a one-year pilot project to grow industrial hemp, which comes from cannabis but does not have narcotic properties. “The farmers can sell the fibers to make money. We have had a lot of interest from factories overseas,” says Edgar Chehab, the head of the UNDP’s energy and environment division in Lebanon. The northern part of the Bekaa Valley – where the bulk of the marijuana is grown – is dominated by Lebanon’s militant Shiite Hizbullah party. Hizbullah officially disapproves of drug production, but it has chosen to turn a blind eye to the practice rather than risk a confrontation over the issue with its grass-roots supporters.

Hemp is suitable for consumers wanting to support environmental issues, because it is a crop that requires little water, no herbicides and is said to stimulate soil. However, it has not reached its full market potential in part owing to its ostracized kin, the marijuana plant. The Government is under pressure to upgrade it to Class BDramatic new evidence of the dangers of cannabis has emerged asgovernment scientists warned that the most harmful “skunk” varietyis flooding our streets. The Forensic Science Service said that skunk now accounted for75 per cent of cannabis seized. It also revealed that seizures ofall forms of cannabis have shot up by 42 per cent, with nearly4,300 kilos confiscated by police and customs in the first half ofthis year.

Officers recovered nearly 200 plants in a raid on a home in Peveril Road, Dogsthorpe, after the owners of the house alerted them. The semi-detached home was being rented out, but two brothers, who own the home, became suspicious after seeing the curtains drawn. One of them went round the back of the house and spotted some cannabis plants through the back window. He called police, who raided the property at about 4. 30pm on Monday, October 15. But they could not enter the home until officers had checked that the home was not booby-trapped. Richard Dobbs, 32, was charged with possession of marijuana with intent to distribute after a delivery service dropped off five pounds of marijuana at his residence, Pruitt said. The package was delivered, with Dobbs exiting the apartment a few minutes later. Dodds put a trash bag in the trunk of his vehicle, Pruitt said. DTF agents approached Dobbs, secured the bag containing the marijuana and arrested him, said Pruitt.
