Arrests for marijuana — arguably the least dangerous drug ever declared illegal in America — are up nearly threefold since 1990. We were told that the going rate is 50 euros, or about $75. We were amazed by the entire cannabis culture in Amsterdam. There are two cannabis museums — the Hash Marijuana & Hemp Museum and the Cannabis College. We visited the latter because it was free, and it provided all kinds of information about drug use in Amsterdam. As it turns out, marijuana is not legal in the Netherlands. Rather, it is tolerated. Authorities let people carry a small amount (less than 5 grams) for personal use.
