San Diego Union Tribune - Aug 24, 2007
Charges against Jim Spray, 51, of Huntington Beach and Felix Cha, 22, of Garden Grove were dropped but police agencies have refused to return the seized marijuana. Americans for Safe Access attorney Joe Elford, who represents Cha and Spray, said the men simply want return of property they lawfully possessed. Cha was arrested in June 2005 after Garden Grove police searched his car during a traffic stop and seized eight ounces of marijuana. Prosecutors dropped the case after contacting Cha’s doctor and a judge ordered return of the marijuana. But Garden Grove appealed to the 4th District Court.

Felix Kha of Garden Grove had 8 grams seized from him in June 2005 during a traffic stop. Criminal charges were later dismissed after Kha proved he had a prescription for the drug
