An officer pulled over the driver of a Dodge Ram 1500 on Interstate 805 near Palm Avenue in Chula Vista about 1:30 p. because the registration tags had expired, CHP Officer Brian Pennings said. While the officer talked to the driver and passenger, he smelled marijuana and thought the seats were raised unusually high, Pennings said.
