According to the report, Warren Police Officer Marc Ferreira developed the information in the case, and obtained enough information for probably cause — he gave his information to detectives who then obtained a search warrant on Friday, Aug. Later that day officers went to the home of Mark Konikowski, 52, of 162 Market St. , and allegedly found one pound of marijuana.

Officers observed him throw a brown bag to the ground while fleeing. He was apprehended and arrested. The bag was found to contain two plastic bags of marijuana and drug paraphernalia. Strong was charged with possession with the intent to distribute marijuana, possession of marijuana, possession of drug paraphernalia and resisting arrest. He was being held at the Charles County Detention Center pending an appearance before the district court commissioner. Black investigated.
