‘Industrial’ hemp support takes root
USA Today – Nov 22, 2005
It also has put the cannabis plant at the center of a battle between unlikely foes: angry farmers such as Monson who are leading increasingly vocal calls for the U. government to legalize the growing of what’s known as “industrial” hemp, and federal anti-drug officials who say that allowing such crops would create a slippery slope toward legalizing marijuana. Led by Monson, North Dakota’s Legislature has passed laws to make hemp farming legal — if the U… ‘Serious commodity’
Growing hemp used to be legal in the USA. During World War II, the government urged farmers to grow it for much-needed rope and textiles. But in 1970, Congress designated hemp — along with marijuana and heroin — as a “Schedule 1″ drug under the Controlled Substances Act, making it illegal to grow hemp without a license from the DEA. Today, the USA is the only developed nation that has not established hemp as a crop, the Congressional Research Service says. Great Britain lifted its ban in 1993; Germany did so in 1996 and Canada followed two years later. The European Union has subsidized hemp production since the 1990s. Bronner says hemp should be disassociated from illegal drugs.

Court Weighs Constitutionality of Tough Marijuana Sentence

“I think this could be arguably the harshest sentence ever imposed in this sort of situation,” said law professor and sentencing expert Douglas Berman of Ohio State University. “The more that cases like Weldon Angelos’ come into the public eye, the more we’ll have an understanding that mandatory-minimum sentencing laws are about politics and not sound policy. “Angelos had a gun in his car when he sold 8 ounces of marijuana on one occasion, and a gun in an ankle holster during another sale to informants. He never fired or showed the gun during either deal. He also had other guns in his home. At trial in 2003, Angelos was convicted of 16 gun, drug, and money-laundering charges. Without the gun charges, he likely would have served six to eight years in prison.

According to DPS, troopers stopped a 2005 Dodge Caravan about 10:22 p. on eastbound I-40 about 5 miles west of Amarillo for a traffic violation. A DPS K-9 gave troopers an indication that drugs may have been inside the vehicle, where troopers reportedly discovered the 457 pounds of marijuana packed into two large duffel bags in the rear of the Caravan.
